[arch-dev-public] Orphaned rp-pppoe in [core]

Hi,

I have orphaned the above package because I can't test it all. I don't
use pppoe to connect to the internet, so feel free to adopt it. It
hadn't much upstream updates so far, so should be easy to maintain.
