[arch-dev-public] Moving two unneeded orphans from [community] to AUR

I recently disowned perl-config-ini and perl-mixin-linewise to let a
perl addict TU the opportunity to adopt them. They are no more
dependency of a package I use.

Is there any reason to remove it? Are you hunting orphan packages?
