I vote yes.

It should only be natural to step down from the responsibilities one
does not anymore have the time to assume. Simply because that is in the
best interests of the distro.

This also includes orphaning some packages on archweb, announcing
temporary inactivity, or asking to become a fellow. Many of us have
consistently been doing that, and I consider it a drag for our distro
that some do not.
