[arch-dev-public] New master key

Hi all,

Due to many overdue signing requests, we have created a new master key.
The key is listed in archweb and will be included in the next
archlinux-keyring update.

Bartłomiej Piotrowski (Arch Linux Master Key)

The key is signed with my personal one for verification. I will start
verifying packagers' keys soon.
