[arch-dev-public] Patchwork migration

Hi All,

As part of the apollo deprecation effort that's ongoing, we are now migrating patchwork to its
own machine. Eventually it *might* be entirely deprecated in favor of gitlab, but we should keep
it running for now.

The migration will happen tomorrow around 1PM UTC, if there aren't any issues. As part of this effort,
patchwork has also been migrated to version 3.0.0.
