[arch-dev-public] Python 3.9 rebuilds

I see you have added kodi in this list. Currently python 3 is still
out-of-scope here. Until there is an official release that requires
python 3, kodi will be built against its python 2 dependencies.

Therefore I'll mark the kodi packages as complete because there is no
need to rebuild for python 3.9
