[arch-dev-public] New archweb release

Hi All,

A new archweb release has been deployed on archlinux.org which features 
a new user facing change in the todolist functionality.

When creating a todolist it's now possible to specify the "kind" of 
todolist either a "rebuild" or "task". A "rebuild" should be used for 
rebuilds as usual, a task for for basically everything which isn't a 
rebuild and usually doesn't go through [staging] etc. for example [1].

In the future archweb will be able to show the move commands for when a 
rebuild todolist is complete and there is work being done on detecting 
overlapping rebuilds.

Another minor change which is not visible yet, is the importing of the 
rebuilderd build_id so in the future the non reproducible dashboard will 
have links to diffoscope/build log output.
