[arch-dev-public] Do not release packages built against [testing] to stable repos

Hi all,

Just a reminder with the toolchain in [testing] that you need to be
careful when building packages for the stable repos. If you build the
package using the [testing] toolchain and release it to [extra] or
[community] it will fail to run with errors like:

/usr/lib/libc.so.6: version `GLIBC_2.34' not found

Either build the package against [testing] and leave it in [testing]
until the toolchain moves, or build against the stable repos.

Allan
