[arch-devops] don't upgrade systemd!! systemd-networkd does not set default route

Hi All,

Please refrain from upgrading our server until this systemd bug is 
fixed. [1]
reproducible.archlinux.org was unreachable due to this bug and has been 
fixed by downgrading systemd live and restarting systemd-networkd.
