[arch-devops] gluebuddy deployed

Hi all,

I've deployed gluebuddy.archlinux.org and it just successfully ran 
gluebuddy apply. So all Gitlab user permission settings are now applied 
from gluebuddy automated and predictable.

If there are issues / wrong permissions please reach out to Levente or me.
