[arch-events] DevRoom / booth @ FrOSCon 2019

Hi there,

I'm currently working with Wilhelm to get a booth organized for the project at this year's FrOSCon. More than happy
to include a DevRoom if that's what we want :-).

We should ensure that we synchronise this accordingly because it doesn't make much sense to have two requests for an
Arch DevRoom coming from different people. So just let me know.
