[arch-general] wrong file permissions in /var/lib/pacman/local

I have not seen any more messages about this question... Just one bit of information: I have had this problem in one of my machines, and I have not even installed sudo.

setting user's umask to 0022 before sudo pacman works and it's
independent of root's umask.
