A quick google gave me this :

The cpu usage mentioned are not anywhere near 99 though, but still
worth a try to add this to $HOME/.kde4/share/config/kdedrc:
[DirWatch]
PollInterval=60000
Otherwise, a general tip is to try with a fresh new user, to find out
whether it is indeed a configuration problem.
