So if X didn't see the keyboard or mouse it would be the same?
As Jan wrote, check if hal is running.
And add Option "DontZap"  "false" to Section "ServerFlags" in your 
xorg.conf, without that ctrl-alt-backspace won't work at all in xorg-server 
>= 1.6.0.
