Evolution uses enchant, which works with aspell and hunspell backends. I
think turkish is some default backend provided by one of these. You'll
need to install aspell-<yourlang> packages to get the correct
dictionaries. You can also use openoffice spell packs, but they need to
be installed in /usr/share/myspell to get recognized.
