Still doesn't work here (x86_64), at least the option -B:

$ sudo hdparm -B 1 /dev/sda

/dev/sda:
 setting Advanced Power Management level to 0x01 (1)
 HDIO_DRIVE_CMD failed: Input/output error
 HDIO_DRIVE_CMD(identify) failed: Input/output error


It worked correctly with hdparm-9.28-1 (but I had the same error with
hdparm-9.29-1)
