[arch-general] [arch-dev-public] adding hunspell-xx packages

Now that we have some basic dictionary packages and LibO, Xulrunner and
TB can make use of it I think we can move it out of testing. Anything
else needs a rebuild or fix to use it? Maybe enchant?
