Setting Keyboard Layout With Hot-Plugging
Section "InputClass"
     Identifier             "Keyboard Defaults"
     MatchIsKeyboard	   "yes"
     Option	           "XkbLayout" "de"
     Option	           "XkbVariant" "nodeadkeys"

that's working for me.
