Try /etc/X11/xorg.conf.d/10-evdev.conf
Clean your xorg.conf and add your preferences to this file(for keyboard). 
You need to copy only options, and this will be something like that:

Section "InputClass"
        Identifier "evdev keyboard catchall"
        MatchIsKeyboard "on"
        MatchDevicePath "/dev/input/event*"
        Driver    "evdev"
        Option    "XkbRules"       "xorg"
        Option    "XkbLayout"      "us,ru"
