Pretty sure kernel.org is still getting services back online after their
security breach earlier this year. I wouldn't count on their bug tracker
being back up for a while.

According to the MAINTAINERS file in the root of the Linux source tree,
the mailing list responsible for the development of the Intel DRM driver
is intel-gfx at lists.freedesktop.org. So that's probably the best place to
post a bug report. Or you could post in the freedesktop.org Bugzilla. If
you do file a bug, post a link to it here if you don't mind; I'd like to
follow the thread.
