Yes fresh install for x86_64 from the latest iso downloaded a few weeks ago.

I did  the following:

root at sitting-bull ~]# pacman -S util-linux

[root at sitting-bull ~]# mountpoint

Before the reinstall mountpoint was not installed as I searched for it

find / -name mountpoint

and it found nothing
