[arch-general] An empty /etc/crontab file maybe needed bo be add in to package filesystem.

Heiko is right. File a bug against cronie.
That said, if there is a valid usecase of running cronie with an empty
contab file, I'd suggest it would be best if cronie also could deal
with no crontabfile at all. So maybe that is something one could
request from upstream.
