No, he just wants a directory with every version of each package in it.
He won't ever update the db (no `pacman -Sy`) but can still install any
package he needs with `pacman -S` using the outdated local db he has.

If that's too big a directory to index, just drop an empty `index.xhtml`
in it. People don't need to list its contents, they just need to know
that they can have their pacman look for any version of any package
there.
