arch-chroot — chrooting into an existing environment, using on the
Arch install medium to get to your brand new root you pacstrap’d ten
seconds ago (or for recovery of an existing root).

mkarchroot — creating a brand new Arch Linux environment/root.

So, two different things when you think about it.
