I solved the problem with create file /etc/vconsole.conf:

KEYMAP:es

But de X11 is n/a , how to define X11 locale??

maykel at arch-maykel ~/ $ localectl
   System Locale: LANG=es_ES.utf8
       VC Keymap: es
      X11 Layout: n/a
