[arch-general] RetroArch refuses to go back into windowed mode after fullscreen

Yes, there are a lot of differences.
But who knows what exactly is affecting it?
Arch uses CONFIG_HZ_300=y and x86_64_defconfig uses CONFIG_HZ_1000=y,
I doubt that has anything to do with it?
