[arch-general] Vim update - Stray chars on file-new

I'm not using arch atm, but I remember I had the exactly same problem
using neovim on the tty. After some experiments, I've found that the
cause was the changing of the shape of the cursor.

So, try
```
vim -u NONE foo.txt
```
to see if the problem remains.
