[arch-general] plasma-vault hard depends on networkmanager

Hey

plasma-vault seems to be using networkmanager to detect connectivity for 
a feature in plasma-vault that disables internet upon opening certain 
vaults. Although this feature can be useful, not everyone uses 
networkmanager and it already caused an issue when I rebooted after 
installing updates.

networkmanager seems to be enabled by default and conflicted with my 
current setup. I tried to build plasma-vault without networkmanager-qt 
but it failed. For now I am removing plasma-vault but can this be 
considered a bug since plasma-workspace by itself doesn't need 
networkmanager but it is only a optional dependency.
