The only file I know is modifying my keyboard settings is 
/etc/X11/xorg.conf.d/00-keyboard.conf, which looks like this:

So, in my opinion, that looks pretty normal. Though, in the Xorg logs 
the keyboard is loaded and removed about three million times, like this:
