Thanks. You put me on the right track. I modified the PKGBUILD as
below and with this change xf86-input-evdev builds without errors
(though I have not tested it yet).

makedepends=('xorg-server-devel' 'X-ABI-XINPUT_VERSION=24.1' 'xorgproto')

So problem is solved for me - though the package is still broken in the repos.
