[arch-general] custom localization

Yes mine too when I write
$ echo $TZ returns blank ..

but the main problem was to fix it from  .muttrc . infos on archwiki
i am sure that many wise men told rtfm / rtfw .

i had to put
set date_format="%y-%m-%d %T"
set index_format="%2C | %Z [%d] %-30.30F (%-4.4c) %s"
on muttrc . and  now working absolutely fine .
