[arch-general] appstream-glib in makedepends

Hello,

I see that many packages from official repositories have
"appstream-glib" (or the provided "appdata-tools") in the makedepends
array, instead of checkdepends. In my experience, this package is
needed for "/usr/bin/appstream-util" binary to validate appstream
files, which only happens when testing in the check() function.

Is there a valid reason for not moving 'appstream-glib' or
'appdata-tools' to the checkdepends array?
