from man pacman :

        NoProgressBar
            Disables progress bars. This is useful for terminals which 
do not support escape characters.


The progressbar was redesigned (and became opt-out ) to work with 
paralllel downloads .

If you really want previous behaviour you should also disable parallel 
downloads .
