[arch-general] Heads-Up: gtk3-1:3.24.27-3 breaks signal-desktop

This seems to work. Updated gtk3, logged out of MATE, logged in, started
signal-desktop with LD_PRELOAD=/usr/lib/libsqlcipher.so and no database
issue appears.
