Hi,
in case a package is out of date (a new stable upstream release) you can flag it via the web interface on archlinux.org This way the maintainer will be notified.
Although I'm not quite sure about the intention behind/purpose of putting all RFCs into a package, especially in multiple file formats. For a local copy, plaintext would be sufficient and save space on the mirrors (current package size ~184.4 MB).
