[arch-mirrors-announce] Error message "Name or service not known" and timezone at the mirror status pages

Hi everyone,

What does the error message "Name or service not known" mean at the mirror status page? Does it mean a mirror did not respond at all? Also, which timezone is used for the timestamps?
