[arch-mirrors] ftp.lysator.liu.se reachable over HTTP as well

Just an update. The Swedish archlinux mirror ftp.lysator.liu.se has
grown http access as well.
ftp.lysator.liu.se is now reachable on IPv4 and IPv6 with FTP, HTTP and
rsync.
