[arch-mirrors] A new mirror In France

Hello Every-One,
I Started Up My own mirror: http://arch.nimukaito.net/
I think it fills the whole requirements to be a Tier 2 mirror.
I also added a feature request there:
https://bugs.archlinux.org/task/38419

Do I have to run anything to report traffic monitoring ?
