[arch-mirrors] IP changes mirror.de.leaseweb.net

[LeaseWeb - Mirror Administrators]

Hi arch-mirrors,

Our mirror in Germany has moved to a new location which required some IP changes. I've opened a ticket about this in January but it hasn't received much love since then.

Could somebody please look into https://bugs.archlinux.org/task/38742
