[arch-mirrors] Issue with https://mirror.osbeck.com

[STR .]

I discovered this when I ran pacman -Syu today and it threw errors with
the 'libhandy' package. Did some troubleshooting with help from
#archlinux and it was suggested I report it here.

The file is empty AND the server reports empty `Last-Modified` header.
