[arch-mirrors] Server archlinux.beccacervello.it back on

Due to problems with the original ISP (register.it), the server has been 
moved to
a different provider (HOSTSlim B.V. in the Netherlands), with IP 
103.219.154.222.
The service (https + rsync) is now again fully operational, again with 
1Gb/s bandwidth.
