[arch-mirrors] Tier 1 mirror uk2.net disabled

The tier 1 mirror uk2.net has been disabled due to being out of date and
due to the absence of communication from the uk2.net administrator.

All tier 2 mirrors that are currently/still using uk2.net as their
upstream, please switch to a different tier 1 mirror from this list:
https://archlinux.org/mirrors/tier/1/

If any of the uk2.net mirror administrators happen to see this message,
