[arch-ports] [devtools] Rebasing devtools32 to contribute upstream

Hi Luke,

yeah, sure, we/I can switch to a rebasing workflow. Thanks for the
suggestion. In retrospect, I have no Idea anymore, why I started with a
merging workflow :-/
