That's why you have to take care of what you install and when you
/etc/security/limits.d/* has been around for many many years, so that's
totally up to you to deal with that change (or not).

AFAICS that has been in gcr for a very long time, too:

If you dislike that, or think it is utterly wrong, file a bug report
against that package.
