lol mkinitcpio in the subject... i suck.

@Tom,

I noticed that we have some clashing with systemd rules here because of
where utmp is and the fact that /run is bind mounted onto /var/run. If
systemd is installed, this 'unknown' runlevel issue appears again. The
simple solution is just to rename our conf file to 99arch.conf (or
some such...)
