Hmm... I really didn't want to make one preferred over the other. What is used 
internally in initscrpits does not really matter I guess, except for third-
party hooks. In that case I'd like to keep backwards compatibility, so it 
makes sense to keep the legacy values.

I guess an argument could be made about hook authors assuming the vars that 
can be set in the new config files are available in the hooks even if rc.conf is 
used. I wouldn't be opposed to making that work too.
