[arch-projects] [PATCH] Link to manpages in a standard format

Use the standard format of manpage references, rather than some quoted
"man foobar" style.

Note: this is the expanded form of the helpful macro we use in pacman
documentation; figured this was easier than adding a whole asciidoc.conf
file which you do not currently use.
