[arch-releng] systemctl set-default

Hello everybody,
currently things work, but this is a heads-up in case things break. In
customize_airootfs.sh we run:
systemctl set-default multi-user.target
With systemd v230 this is broken. The target is set to be the default, but
systemctl returns 1. I've send changes upstream, but the commits have not been
merged, yet:

So we should keep old systemd in [core] until the iso image is built or fix
the package in [testing] before move.
