It is defined in the overlay mkinitcpio preset:

gets copied into place:
https://gitlab.archlinux.org/archlinux/archiso/-/blob/945f3834c287bd06d33d4ac6c3b777e3df37dea7/configs/releng/build.sh#L70

and then it is built when installing packages:
https://gitlab.archlinux.org/archlinux/archiso/-/blob/945f3834c287bd06d33d4ac6c3b777e3df37dea7/configs/releng/build.sh#L97-103
