I still don't believe that all these translation changes are necessary.

This:

Could change to this:
> +			echo "<br /><span class='f6'>".__("This package has been flagged out of date.")." ($out_of_date_time)</span>";

Also, be sure to rebase your patch against the current master. I pushed
some changes that may affect your patch.
